The AI Illusion in TPRM: Why Building It Yourself Is a Step Backward

Over the past year, there’s been a noticeable shift in the Third-Party Risk Management (TPRM) market. Late-stage TPRM evaluations ending with:

“We’ve decided to build this internally.”

Or:

“We’re going to use AI and rethink how we do this ourselves.”

On the surface, it’s a reasonable conclusion. Accessible AI tools have lowered the barrier to building software. It’s easier than ever to stand up workflows, automate tasks, and stitch systems together.

So, the thinking for many budget-constrained TPRM teams becomes: why buy a TPRM platform when we can just build what we need?

Here’s the issue: Most organizations aren’t equipped to build the tools needed for the future of TPRM. They’re rebuilding the least effective parts of its past.

The Trap: Treating TPRM Like an Orchestration Problem

When you look closely at these internal build efforts, they tend to converge on the same idea: “We need an engine to send assessments, collect responses, and manage approvals.”

In other words, teams are looking to solve the orchestration problem.

To be fair, that feels very buildable today. IT teams and internal developers can stand up workflows, layer in AI to help with questionnaires, and automate the movement of work across teams.

But that model should feel familiar. It’s the same assessment-driven approach TPRM programs have relied on for the last decade, the one that created long onboarding cycles, assessment backlogs, and a lot of manual effort without a corresponding reduction in risk.

Building tools yourself doesn’t change that dynamic.

AI-Built TPRM Doesn’t Replace Expertise, It Exposes the Gaps

There’s another assumption behind the DIY approach that doesn’t hold up in practice: AI will completely fill in what we don’t currently have. In reality, AI tends to do the opposite by surfacing the strengths (and weaknesses) of the system around it.

Organizations see this play out quickly when they start building internally. The initial version might work, but very quickly, the limitations show up:

  • The logic reflects how the team thinks about risk, not how the broader market evaluates it
  • The workflows mirror the current process, including the inefficiencies the team was hoping to eliminate
  • The outputs lack context because there’s no underlying data foundation to support them

At that point, teams are not building a better program. They’re reinforcing the existing one. Because it’s custom-built, every gap becomes something teams have to solve themselves. That’s the part that’s easy to underestimate.

Effective TPRM today isn’t shaped by a single team or a single company’s perspective. It’s the result of continuous input from across industries, regulatory environments, and real-world program decisions. When choosing to build internally, teams don’t have access to the years of contributed experience and data. Decisions are made in a vacuum, and those decisions get embedded into the system.

Why The Cost-Savings Argument Doesn’t Hold Up Over Time

A key driver behind the “internal build” decision is cost-savings. “We can do this ourselves and avoid paying for a platform.” That may be true in the very early stages, but it doesn’t hold up over time because teams are not just building a tool, they’re taking on everything that comes with it.

Every enhancement must be scoped, prioritized, and built. Every regulatory change must be interpreted and translated into the system. Every issue, every workflow tweak, every iteration depends on internal resources. And those iterations always take longer than expected.

Meanwhile, the underlying approach hasn’t evolved. It’s just automated.

What we consistently see is that organizations end up with something that delivers less than they need, takes more effort to maintain, and becomes harder to change as it matures. At that point, the cost equation looks very different.

Locking in an Outdated Model

Even when these internal builds are successful, they tend to land in the same place: Assessment-heavy workflows. Outdated models center on point-in-time evaluations and limited visibility beyond what vendors provide directly.

At best, it’s a more efficient version of the old model, but more importantly, it doesn’t materially improve how vendor risk is understood or managed.

AI has made it easier than ever to build software. What it hasn’t done is make it easier to build effective TPRM.

Most organizations that go down the DIY path don’t move their programs forward, they replicate the model they already have, with better tooling but the same limitations. In doing so, teams take on more responsibility, more complexity, and more long-term costs than they anticipated.

The question isn’t whether organizations can build TPRM internally. It’s whether what they’re building will actually move the needle.
